Federal Contracting Collaborative Accelerator

The Federal Contracting Collaborative Accelerator, offered through the Center of Excellence for 8(a) Government Contracting (8(a) COE), is designed to empower 8(a) firms and Historically Black Colleges and Universities (HBCUs) to excel in federal contracting. This program leverages a two-tiered, two-phased approach combining structured training, practical coaching, and collaborative engagement to prepare participants to pursue federal procurement opportunities effectively.

Program Approach

The Federal Contracting Collaborative Accelerator consists of two tiers of participants and operates in two distinct phases.

Phase I: Training (7 Weeks)

Both Tier 1 and Tier 2 participants engage in an intensive 7-week training program featuring live virtual sessions and expert-led discussions.

  • Weekly Modules: Cover critical topics in federal contracting, including market intelligence, proposal management, project management, legal strategies, and compliance.
  • Live Virtual Sessions: Held every Fridays (9:00 am – 11:00 am), these sessions provide a platform for participants to:
    • Engage with instructors and subject matter experts.
    • Discuss and explore weekly topics from both the 8(a) firm and HBCU perspectives.
    • Learn how their unique strengths and capabilities can align to achieve shared project goals.

  5. Teaming Arrangements and Legal Strategies
  6. Contract Management and Transition Strategies

Phase II: Pursuit of Opportunities

Participants apply the knowledge and skills gained in Phase I through targeted coaching or capacity-building activities.


Tiered Participation

  • Tier 1Educational Pathway/ Capacity-Building Workshops
    • Focused on foundational knowledge and skills in federal contracting.
    • Participants include firms and institutions seeking to build contracting capacity.
    • Quarterly workshops to enhance foundational capabilities (e.g., pricing strategies, accounting, legal partnerships).
    • Participants can choose to join these sessions to better prepare for Tier 2 activities.
  • Tier 2Opportunity Pathway/Project-Based Execution
    • Tailored for firms and institutions ready to collaborate on federal procurement opportunities.
    • Emphasizes project-based learning and execution readiness.
    • Participants are organized into teams and engage in:
      • Project-Based Accounting: Focus on financial practices for federal contracts.
      • Operations and Infrastructure Development: Build systems and frameworks for successful project execution.
    • Activities are supported by coaches who guide teams in:
      • Identifying and pursuing federal procurement opportunities.
      • Engaging with the Office of Small & Disadvantaged Business Utilization (OSDBU) in federal agencies.
      • Executing strategies to secure and fulfill contracts.
