The 8(a) COE is a place where HBCUs and 8(a) firms can build capacity and collaborate to pursue federal procurement opportunities that advance efforts in research and development, entrepreneurship, and workforce development.

The White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity through Historically Black Colleges and Universities…shall perform the following functions:
(C) working to break down barriers and expand pathways for HBCUs to access Federal funding and programs, particularly in areas of research and development, innovation, and financial and other support to students;
(D) strengthening the capacity of HBCUs to participate in Federal programs, access Federal resources, including grants and procurement opportunities, and partner with Federal agencies.
